Full disclosure: I read the manga and watch the anime. I like both, but generally I favor the manga more because it's how I got into One Piece. Also, as other shows are want to do, anime scenes are dragged out and repetitive flashbacks hurt the pacing at times. It's not a big deal once you get used to it, but it can be cumbersome to get through long story arcs.
Skypiea is one of the best arcs in One Piece: Fantastic story, a sense of adventure and general wonderment, fleshed out characters, an emotional flashback, and a great mix of humor and action. The individual anime episodes do a fantastic job of bringing the manga to life and I thoroughly enjoyed each moment play out. This includes the Jaya arc (9 episodes) and Skypiea proper (43 episodes).
That being said... This TV special leaves a lot to be desired. It goes quick and fast and loses a lot of what makes Skypiea so great. The uplifting sense of adventure the Strawhats feel when they discover Skypiea exists and their escapades to make it up to Sky Island isn't felt at all. And the quick cuts for the four mini boss fights are chaotic to the point of being unnecessary. One of the biggest losses, however, is the undercurrent of the Skypieans themselves. Wyper, Aisa, Gan Fall, Conis, and the others are relegated to background characters who didn't even need to be there when all was said and done, which then hurt the emotional punch of the flashback. Plus, and maybe this is just me, but I feel like if you've never seen/read the arc itself and then watched this is might be super confusing.
Conclusion: Watched the Skypiea arc already? You might enjoy it if you want to give it another quick run through. Want to get into the anime but are intimidated by the number of episodes? Good way to watch if need be. Really want to feel the emotional thrill of Skypiea? Skip this altogether and watch the anime episodes or read the manga.
